Paid time off to care for pets?

The UK is kind of a paradise for pets- the pet insurance rate in the UK is about 25 times higher than the pet insurance rate in the US (source). I was told once (I can't find a source for this information, so take it with a grain of salt) at a lecture on cranial cruciate surgery that the vast majority of MRI or CT data on injuries like cruciate ligament rupture comes from the UK, because the high number of insured pets means that more patients are able to have advanced imaging done on their injuries. 

In that context, this op-ed from The Guardian probably makes a bit more sense: "Paid time off to care for a pet? Seems only fair to me."
